One that has 25% armor penetration is pretty much like saying it ignores 25% armor. If it ignores all armor, that is like saying 100%, so ignoring all armor is much better than 25% penetration.

It depends on enemy, when fightning against something with very high armour, ignore armour is good but ignore armour spells do the same dmg on a lvl 1 creature as they do in a lvl 30+ Thing about 25% armour penetration is that it is affected by High and Low AL, a opponent with low AL (less than 60) will experience more than 100% of the damage dealt (with further 25% armour reduction to make damage spiky) while the ignor armour spell will just do a consant dmg won't consider the AL ratings as it ignores them.

Hope I made myself clear and not confusing you...

"Full" damage is done at armor level 60. Therefore if someone has less than 60 armor (presumably nobody in PvP) you will do more damage with a spell that does not ignore armor (assuming the same base damage). With 25% penetration, you only consider 75% of the armor; thus, you will likely do more damage with the penetrating spell to casters, and more damage with the ignoring spell to rangers and warriors. This, of course, assumes no armor buffs. If there are armor buffs, armor ignoring spells become more valuable.
